The Study On The System Of Performance Measurement To Government Crisis Management In China

With increasing expansion of globalization,it is a trend that economic friction is escalating,as well as other kinds of crisis like ideology conflict and climate change,which also becomes an important problem to the steady of society.As far as it is concerned,China is in a primary stage that constructs a relatively comfortable society and a key period of social transition,and also a period with more crises take place.It call for our government having the ability to resovle all kinds crises as soon as possible to make promise to the economic development and society construction to have a favorable social environment.So it becomes an emergent problem to our government that how to improve the government's crises resolve capability,cut down the number of economic life loss,polish the government image to the pulic and make an effective and efficient government crisis management.After reading relevant literature,and analyzing cases,the paper tries to make scientific definitions to government crisis management and performence measurement to government crisis management,studies the system of concept,connotation and research ways with Chinese characteristics,to build a performance measurement theory system of government crisis management.By the compare research way,after analyzing the performance measurement of government and studing the model cases,finds out the characteristics and means of performance measurement to government crisis management,as well as the shortage in the practice.After concluding that,builds a measurement system of government crisis management,explores and researches the mearement main body,process,content,guidline and account method.The paper uses the company standard of Malcolm Baldrige National Quality and the measurement standard of American government crisis management as reference,combined with the organizing system and practice of our government,designs a guideline system including five level one guidelines and twenty level two guidelines,then uses the guidline system to measure the performance of our government in the 2008 snow disaster crisis management,and gets a relatively valuable result,which proves the validity of the guidline system.
