Grass-roots democracy, especially women participation in politics is growing a hot issue in the political science research areas in recent years. In Chinese cities, the gradual rising of community construction provides a broad stage for the participation of women in urban grassroots democracy. Majority of urban women meet their demands of political participation through participation in community building. This article begins with the Marxist theory of democracy, using the perspective of urban women's participation in the community residential committees' general election, the integrated using of human social statistics and urban sociology research methods. On the basis of analysis of a large number of statistical data, interviews and field observation. The article starts with the urban women's leading and initiative and other acts of the election in the participation of women general direct elections of residential committees. On the one hand it points out the present situation of political participation of women in urban communities; On the other hand it compares the women's political participation in actions and structural characteristics among urban communities, Cunweihui and the state power. It concludes the political participation of women in the urban communities is more personalized and independent than the political participation of women in village and state both in the breadth of participation and involvement in the depth. This paper is divided into four parts. The first part discusses the origin and significance of topics, as well as domestic and foreign situation of the progress of research, which provides a theoretical basis. The second part is the key of this paper. This article takes third general direct elections of the community's residential committee for example in J City W city H province. It begins with the two statistical indicators, including the urban proportion of female candidates and the proportion of urban women elected in general direct elections of residential communities. It points out that urban women in the urban grass-roots governance of communities have two characteristics of initiative and motivation through the two variables controlled analysis, including the educational level and age structure. The third part of the article focused on the related factors which influence the China's urban women's political participation. The article points out that related factors which make the current women's political participation deep and in a wide range. At the same time, the article will also make a macro contrast among the political participation of women in urban communities, the political participation of rural women in village committees and that of women in the state power. The article has pointed out that the political participation of women in urban communities is much more mature than that of rural women in village committees. The skills of political participation and the competitive abilities of urban women are stronger than the latter. But compared to the political participation of women on the level of state power, the number of the political participation of women in urban communities is higher than that of women in the national organs of state government. But as far as their social status, their own sense of achievement and their identification with their society are concerned, the political participation of women in urban communities is lower than the latter. The conclusion of the article points out that, in the urban grass-roots governance of communities, as one aspect, on the condition of communities have equal resources, the politics participation of women is much lower than that of men in communities, however, if the communities have a large number of resources, the male community workers are still occupying the dominant position; the other aspect, with the influence of the expansion of urban government power and function boundary, the specialization of the communities and occupation division of labor become more and more elaborate, the enhancement of the community welfare treatment and the transformation of the social employment value orientation, the breadth of politics participation of men will expand gradually.
