Civil Servants' promotion were not only related to the development of individuals and more related to the future and destiny of the whole country, so the appropriate personnel would be promoted to the appropriate location had become the main subject since ancient times. "Civil Service temporary Act" in 1993 which had determined the way of the civil service promotion and qualifications has regulated Chinese civil service management. "Civil Service Act" established in 2005 encouraged the adoption of open selection and competition for posts on the way to selecting competitors. After 15 years' practice, the promotion of civil servants "competition" concept had been basically established, a competition which also promoted the civil service had made great achievements, a group of young and talented civil servants had been promoted to more important positions to display their vision. However, at the same time, a lot of problems had appeared in the civil service management system and its operation mechanism of competition. The author retrieved the full text databases and journals in China's outstanding dissertation database and found no one related articles. The author writing this paper has two purposes: one is to fullfill the research in this area, and the other is to improve the management of China's promotion of civil servants in the mechanism of competition measures through studying the promotion of civil servants on the management of the constituent elements of the mechanism of competition and performance, identifying existing problems and learning from the promotion of civil service management in the West The competitive mechanism of the Enlightenment,This article was consisted of four chapters: Chapter I was about the research background, status quo, relevant concepts and theories defining the scope of this study and theoretical basis. Chapter II is China's promotion the status quo of civil servants in the management of the competition mechanism. Section I expounded China's civil service management system with particular reference to China's formation process of civil service management system, the new relationship between the new civil service-level promotion and the promotion of conditions of eligibility carding after the introduction of the Civil Service Act. Section II studied the competition mechanism from the perspective of elements. The third Section summed up the achievements after the operation of the competition mechanism on the basis of telling the promotion of China's civil servants management results. Through the above analysis, chapter III summed up the existing problems in China's promotion management of civil servants competition mechanism. Chapter IV, the author gave the suggestions on the existing problems on the basis of learning from foreign competition mechamsm in the civil servants promotion management by the effort of the construction of management system, strengthening the sense of competition, perfecting protection mechanism, furthering the trial of competition mechanism and the appropriate use of means of competitiveness to improve China's competition mechanism in the civil servants promotion management.
