There are many disadvantages in China's traditional personnel management system, the missing of the withdrawal system from the civil service system is one of the disadvantages. With the development of the socialist market economy and the deepening of the reform of government institutions, and the increasing requirements of the overall quality and the capacity of civil servants, under such circumstances, there is an urgent need for us to reform the traditional personnel management which can be hired but not let out. However, the base of domestic theoretician for withdrawal from the civil service system is very weak, and there are few policies and laws about withdrawal promulgated by Government, plus the deep-rooted recognition of "official first", the road of the withdrawal system can not open. The obstruction of export led to many disadvantages between import and management, and the source and management's dual problems increase the difficulty of the withdrawal, such as, little road for withdrawal from civil service system, the relevant laws and regulations are not perfect, there aren't standard law enforcement procedures, lacking of corresponding social security, the missing government reform led to repeated expansion, and so on.The deepening of the government reform requires us to open the civil service export, enlivening the personnel system. Therefore, the analysis of the reasons for blocking is particularly important. The civil service system's inherent centralized shortcomings, the wrong traditional social thinking, lacking of supporting of policies, laws and regulations, all of these make the outgoing road difficult. Therefore, setting up a flexible personal management system is very important. Learning from developed countries through mature approach of withdrawal from the civil service, combined with China's actual situation, this paper should both proceed from improving the system and finding multiple channels, including improving the civil service system, civil service system operational mechanism, the relevant policies, Laws and regulations of the civil service system, establish a correct understanding and evaluation of the withdrawal ,and the bold attempt of resign of blaming, teaching after office, trading with salary. Through these policies and ways which are enriched, to establish a scientific, professional and flexibility government personnel management system.
