Building public service-oriented government which beginning from"the new public management movement"is the mainstream trend of Western administration reform, and is also the goal pattern of our country's government reform. Our government is transiting from management-oriented government to service-oriented government. It is urgent need to create a clean, efficient and high-quality civil servant team. In the process, how to incentive civil servant effectively, how to absorb and retain talented people to join the civil servant team and fully arouse the initiative and creativity of their work are the crux of the problem.With the establishment of service-oriented government, the politics, economic and cultural environment on which Chinese civil servant system rely is taking place in corresponding. According to the Flexible theory and the scene theory of management, incentive motivation and the corresponding mechanism have much difference in different organizations and different historical periods. Since Chinese government carried public functionary system into effect in 2006, the traditional cadre personnel system has change into public functionary system gradually. However, the motivation mechanism about public functionary is still based on the motivation mechanism of the cadre personnel system whose key point is spirit motivation. With the development of establishment of market-oriented economic system, the primary ones is losing its impact and showing its shortcoming.At first place, the thesis analyzes the characteristic of service-oriented government and come to a conclusion that service-oriented government is very different from management-oriented government. So the study on civil servant system is necessary in the process of establishing service-oriented government. Then the thesis analyzes the achievement and shortcoming of civil servant motivating mechanism. According to the relevant theories of the incentive mechanism in the foundation of analyzes our country transition period characteristic, in the article the author will discuss the question exists considering the current situation, the disadvantage and drawback of the current civil servant's incentive mechanism of our country. Then the author will explore how to perfect the principle and countermeasure of the incentive mechanism of civil servant of our country by learning from the successful experience of mature incentive mechanism of domestic and abroad for reference and combining the Chinese actual conditions, and then constructs the new incentive mechanism of civil servant.
