Selecting and appointing cadres are one of the main levers in propelling all works of our party. Party and government leading officials are the backbones of the Party and the country, and the servants of the people, who shoulder great responsibility to formulate and implement the Party's lines, principles and policies. The ex-president Jiang Zemin once pointed out emphatically that Marxist political party should work out not only correct ideological and political lines but also correct organizational lines, of which the crucial importance is to select and appoint personnel wisely. Guided by Marxist historical materialism, materialist dialectics, the important thoughts of"Three Represents"and the Scientific Outlook on Development, this paper takes the theory, history and reality of cadres selecting and appointing system, the necessity of reform and innovation, the inhibiting factors and methods as its basic contents. Besides, based on the selection work practice in our Party and government leaders,"The Working Principles for Party and Government Leading Officials Selection and Appointment"and the related proper policies, laws and regulations, the paper focuses on the approaches to bring forth new ideas in the system of selecting and appointing the leaders. Trying hard to seek the new ways of selecting and appointing the cadres to conform to China's actual conditions, thus to promote the process of the system innovation, the present paper probes the system of selecting and appointing leaders in China from four respects.The paper is mainly divided into four parts.Chapter One deals with the evolution of the system of selecting and appointing Party and government officials in China. In order to discuss the system of selecting and appointing cadres, one should not only understand its history, but benefit from history and take history as a mirror. Therefore, based on the selecting and appointing cadres system in the following periods: that of the early stage of new China, of the"Great Cultural Revolution", after the Third Plenary Session of the Eleventh Central Committee of the Party, since the establishment of the socialist market-oriented economic structure, and that in contemporary China, this paper has fully acquired the changes and development of the mode in selecting and appointing the leaders. In addition, it has studied the different features, positive functions and historical limitations of the system in different periods of history. As far as the features are concerned, they present themselves differently. They are"highly concentrated and united"in the early stage of the new China,"highlighting politics"in the"Great Cultural Revolution", taking"the Four Modernizations"as the criterion since the Third Plenary Session of the Eleventh Central Committee of the Party, and aiming at scientization, democratization and legalization since the establishment of the socialist market-oriented economic structure.Chapter Two analyzes the inhibiting factors in innovation of the system of Party and government officials selection and appointment in China. Many factors have restricted the present system of selection and appointment in China, thus hindered the process of its reform and innovation. The factors are reflected in the following four aspects. Firstly, the influence of historical factor on the system shows in centralization, closeness and monotonicity. Secondly, the feudal ideas such as official rank standard ideology, feudal"special privilege"mentality and making appointments by favouritism also inhibits the development of the system. Thirdly, the pitfalls of the traditional cadres system express in single cadre appointment system, unified leadership system of the Party, unique importance of political standard and the mystery in selecting and appointing cadres. Fourthly, the influence on the selection and appointment system comes from the mechanism of the actual structures, such as the serious deficiencies in power structure, the distortion of right, responsibility and interest system, and the inefficiency of supervision and punishment mechanism. The analyses of the above inhibiting factors clear up vague understandings and sweep away harmful trend in selection and appointment.Chapter Three explores the methods to bring forth new ideas in Party and government officials selection and appointment system in the new times. This part discusses and relates the methods in six respects and presents relevant countermeasures and suggestions. They are as follows: to construct a perfect electoral institution, to implement various systems of exchanging cadres holding a post in different places, to establish a just, fair, open selecting and competitive mechanism for job posts, to pioneer a scientific, rational cadre deployment mechanism, to improve an effective mechanism for check and assessment of cadres, and to decide on the mechanism for ascertaining responsibility for selecting and appointing cadres.Chapter Four analyzes the political functions of bringing forth new ideas in Party and government officials selection and appointment system in the new times. As a concrete system in all the political systems, the selection and appointment system is of vital importance to achieve China's goal of development in politics. The analysis in this part demonstrates that the political functions of the system are as follows: advancing political democratization, speeding up political legalization, keeping political stability, strengthening political high-efficiency, and reaching political incorruptibility.
