Human resources are the first resources. Both the progress of science and technology and the development of economy and society greatly depend on the contribution and creation of it. As an important part of the human resources, the civil servant plays a great role in the communication between the government and the people. Assessment is a key factor in human resource management of public sectors which plays an important role in the organization and management of a high-quality civil servant team. Therefore, we need constantly perfect the public servant assessment system and improve the assessment method, so that we can choose and employ the human resources fairly, impartially and objectively. Currently, the civil servant system has been established in our country, but there still exists some serious problems in the assessment process of civil servant. On the basis of foreign advanced experience, some measures are proposed in this paper to solve the serious problems especially referring to the city of Dongying, to promote the management of the civil servant and to improve the efficiency of the public management.In the course of writing, firstly, I present the significance of this subject; briefly introduce the related basic knowledge of the public servant assessment system, the internal and external historical evolution about it and some inspirations we have got from them. The second part objectively summarizes and analyzes the current situation of public servant assessment in Dongying city. The third part systematically analyzes the problems existing in the city, which attempts to find out the shortages and reasons of this phenomenon. In the fourth part, it gives a brief account of how to build the civil servant assessment system scientifically and reasonably in Dongying city, including basic principles which should be held, how to choose the assessment contents and define the standards, the choosing of assessment method, the account and analysis of the assessment result and the correct use of it, etc. The fifth part focuses on the issues which should be taken care of and the method to regulate it in the assessment of civil servant. At last, I draw the conclusion that it must be a long-term and difficult mission to perfect the assessment system of civil servant.
