In hekou District of Dongying city,civil servants,business staff,community staff,labor dispatch and other personnel exist side by side,but civil servants are the main leading team and reserve cadre team of the cadre team.The ability and quality of the civil servants and the construction of the team are directly related to the efficiency of the township work.Improving the quality of township civil servants is not only conducive to improving the governing ability of township government,but also plays a vital role in the stability and development of the whole society.China has implemented the civil service system for several decades,but in practice,there are still some shortcomings,which need to be further matured and improved.When determining the direction of research found that imperfect township civil servants incentive problem is very outstanding,in the villages and towns construction situation of civil servants,there is also insufficient team dynamic instability,team,object of service satisfaction is not high,civil servants well-being is not high,high work enthusiasm is not typical problems,thus it can be seen that imperfect township civil servants incentive problem has become an important bottleneck in the reform of the administrative problem.Thesis mainly from the dual factors theory of herzberg,determine the impact of dongying city estuary town two aspects of civil servant incentive factors,namely health care factors and incentive factors,and combining the actual situation,study of two factors respectively,hygiene factors in the research,through the maslow's hierarchy of needs,determine the "line","food","line","basic medical treatment","child education" and so on the basic safeguard that provides for civil servants;In the study of incentive factors,the measures to stimulate the enthusiasm of civil servants such as salary incentive,promotion incentive,material incentive,continuing education incentive and organizational care incentive are determined.Based on the above factors affecting integration,facing the estuary township civil servants,designed the questionnaire,after collected a large number of questionnaire,summarizes the estuary town of civil servant incentive status quo,and through the data analysis,found the estuary township civil servants incentive travel insecurity exists in the hygiene factors,low amount of primary medical treatment,in incentive promotion,the villages and towns subsidies account for than low,rank parallel play not to come out.Based on the research of domestic scholars,this paper analyzes the specific causes of these problems,such as outdated incentive ideas,lack of fairness in salary system and assessment system,narrow promotion system,parallel index limitation of rank and lack of internal supervision,which lead to severe shrinkage of incentive factors.Finally,based on the advanced experience at home and abroad,the research foundation of domestic scholars and the full investigation and analysis,this paper puts forward some measures to improve the incentive for township civil servants in Hekou district.Such as: fully pay attention to the basic needs of township civil servants to ensure,further improve the quality of life and work of township civil servants,especially for young township civil servants,attach great importance to their sense of responsibility,sense of mission,pay attention to their love and marriage issues,timely take measures to enrich the spiritual and cultural life of young township cadres;To provide travel convenience for civil servants in towns and townships living in other places;We will further increase the proportion of township subsidies in wages and give full play to the advantages of township subsidies in attracting and retaining talents.To provide guarantee for the promotion of township civil servants,smooth the promotion channels,whether in the selection or secondment,pay full attention to the township civil servants facing the promotion dilemma;Improve the proportion of township civil servants appraizing the best and giving full play to the inspiring role of township civil servants appraizing the best;And practice in daily work and view on the basis of a large number of literature data,puts forward the concept of organization care of innovation,through the study on the introduction of the definition of organization care,bias analysis was carried out on the respondents,it is concluded that the organization care can trigger civil servants work enthusiasm,through in daily work such as research,interviews,talk talk,Ping Xian Shu You way to feel the strength of organization care,care for inspire enthusiasm with organization.
