In 21 century,it has come into the critical period of transformation and profound changes of social structure have taken place in China.The benefit demands of different interest groups have continually changed. With the accelerating social rhythm and impacting of various thoughts with people's ideas,conceptions and behaviors,people have faced with many problems,including the changes of traditional conceptions,the choices of value system,the adaptability of the new lifestyle and so on. Therefore,the pace of modern life is quicker and quicker,and work stress is more and more excessive,so that people's expectation and requirement for the government and civil servants become higher and higher.The town and township are the social foundation,and the town and township government is the basic unit of administrative system in China.The town and township government is very important in the administrative system in China,because it directly faces the social basic level and is located in the foreland of contradiction,which plays the role of a bridge and a link between the government and the broad masses and is the connecting link between the preceding and the following.Stress problems of the township civil servants have been neglected chronically due to existing the particularity of working environment and nature of work and influence of traditional conceptions.Based on Multi-Subjects amalgamation,especially the basic theory of Management,Sociology and Psychology,this research elaborates on the stress and stress management as fully as possible through following several aspects:defining the stress and work stress;analyzing the stressor; disserting the relationship between the stress and performance,the main schools of stress theory,stress management and coping strategies.Then,to elaborate and analyze the professional characteristic and the stressor of the township civil servants as well as the influence of the work stress on individual and the performance of the town and township government. Furthermore,to aiming the stressor did thorough analyzing of township civil servants,discuss the differences of experience of work stress in individual cognition,personality mental characteristics and social support and the performance of symptoms and aftereffects caused by stress on physiology,psychology and behavior.Because of social comprehensiveness and complexity of town and township government work together with pitiable working and living conditions,township civil servants easily feel negative stress,which will badly influence government performance and finally influence the economic and social development. Therefore,to propose the feasible strategies of stress management emphasizing on the level of organization and individual for town and township government and civil servants from the viewpoint of human resource.It will become a significant instruction for reforming and improving civil servants system to reduce the current stress level of township civil servants and improve the government management performance of town and township.
