Since evaluation of cadres through democratic ways,the effect and function of the evaluation which is used as an important link to assess the cadres,and the existing problems and the causes,needs to be investigated and researched carefully The members of the leading group of the Party and Government of the county(city) are in the front line of the implementation of the policy of "reform,development and steadiness," so they occupy a very important position and play a Very important role. Therefore,to investigate and research the matter of testing and evaluating the members of the leading group of the Party and the Government of the county(city) through democratic ways and to find out countermeasures to deal with the matter occupies a forward position in the public management and has an important theoretical and practical value.Taking the evaluation of the members of the leading group of the Party and Government of the 8 subordinate counties(cities) through democratic ways in the annual assessment as an example,by means of literature review, questionnaire and interview etc analysis methods,the research has been made for the problems existing in the evaluation of the present basic-level leading group of the Party and the Government and the causes of these problems,and then recommendations to solve the problems are pointed out. The key problems existing in the evaluation through democratic ways are the distortion of the results.This problem shows itself in the following aspects:first is the false highness of the result and that the result is becoming higher and higher;second is the reverse difference and that the difference is becoming smaller and smaller;third is that the characteristics are not practical and that the characteristics are becoming more and more unclear.The distortion of the result will affect the application of the result directly,causing the function of the evaluation through democratic ways ineffective.The ineffective function has a counteractive function on the democratic evaluation,causing a failure in using this method,which in turn, causes a more distorted result of the evaluation through democratic.ways.The causes of the problems existing in the evaluation through democratic ways fall into many aspects.The intrinsic factors are the thoughts and ideas of the assessors and the driving force of the interest, such as the influence of the traditional thoughts and ideas,warps in cognition,manners of thinking,affective factors,false ballots,etc.The extrinsic factors are the shortcomings existing in the evaluating environment and the policy itself.The evaluating environment will act on the assessors,causing the changes in their state of mind,which will affect the result of the evaluation.Problems also exist in the evaluating policies, for example,the assessors do not master the policy in an accurate way,or they do not know the conditions of the assessed persons,and so on.The countermeasures to solve the problems of distortion in the testing and evaluating:first is to improve the cognition to the matter and to solve the problem of thoughts and ideas;second is to optimize the evaluating environment so that the assessors can express their true inclinations;third is to perfect the evaluating policy so as to ensure of the scientific nature and justification of the evaluation.
