The Super Ministry System And The Path Of Regional Administrative System Reform

The 17th National Congress of the CPC put forward to explore a Super Ministry System with organic and unified functions which indicates that China has taken a crucial step on speeding up the reform of the administrative system and building a service-oriented government. The regional administrative system reform is an indispensable component of the whole administrative reform. When the state council has already started Super Ministry System reform, lacal government promote Super Ministry System reform become a top priority task.This dissertation starts from the analysis of the Content, characteristics, functions of Super Ministry System and also necessity for adopting Super Ministry System. Then, after researching the regional administrative system reform in a historical perspective, I try to analyses that the overstaffed organizations, overlapping functions, block segmentation and poor operating mechanism are major problems of regional administrative system. And I point out the reasons causing these problems. At last, based on the characteristics of Super Ministry System and the problems of regional administrative system, I try to point out that how the regional administrative system reform advance Super Ministry System. In order to accelerating the regional administrative system reform, there are four methods, optimizing organizational structure, separating powers of the central and local institutions, strengthening coordination mechanisms and speeding up the legal system process.
