A Study On The Strategy Of Advancing People-to-People Diplomacy In Jilin Province

People-to-people diplomacy is a major part of a nation's overall diplomacy, and an important supplementary to official diplomacy. It has been proven that people-to-people diplomacy played a unique role in various historical phases in China. This essay makes an analysis of the evolution and role of people-to-people diplomacy from modern democratic revolution to the three decades of the adoption of reform and opening-up.The diplomatic activities carried out by the out of power CPC at the beginning of its founding can all be regarded as people-to-people diplomacy. After the establishment of the People's Republic of China in 1949, the western countries led by U.S. imposed cruel blockade. However, people-to-people diplomacy did not stop its pace, instead it developed faster and faster, better and better, more and more solid and fruitful. From the normalization of the China-Japan diplomatic relations to the establishment of formal diplomatic relations between China and U.S., people-to-people diplomacy made outstanding contributions. All these verify the status and role of people-to-people diplomacy.Located in northeast China, Jilin Province was once part of the Great Northern Wilderness. Its economy grew only after the founding of New China, in particular after the reform and opening-up policy. Along with the development of China's people-to-people diplomacy, the local people-to-people diplomacy went through a historical evolution process as from small to big, weak to strong. In the new period between the country's independence to reform and opening-up, achievements were made in the province's people-to-people diplomacy, which served the cause of the economic and social growth of the region, in collaboration with the country's overall diplomacy. There is, however, a gap to the demand of the new periods situation and the social and economic development of Jilin Province. It has therefore become an issue needed to be addressed to mobilize and organize all the forces to give full play of people-to-people diplomacy for the promotion of opening up and lifting the social and economic development. This essay tries to make an analysis of the circumstances of the people-to-people diplomacy and its role and in promoting the opening-up to the outside world, and existing problems in its cause, based on the perspective of the concept, connotation, characteristics, historic status and role of people-to-people diplomacy. It also puts forward the tactics to push people-to-people diplomacy of Jilin Province, in order to draw the attention of people from all circles and attract more organizations and personnel. It aims at incorporating all resources and power to uplift the people-to-people diplomacy, for advancing the opening up and playing an important role in the social and economic development.This essay is divided into four parts. The first part starts with the concept, connotation and characteristics of people-to-people diplomacy, elaborates that the people-to-people diplomacy has the characteristics of people-dependant, stability, extensibility, universality, flexibility and duality. It analyzes the difference and links between people-to-people and official diplomacy, and the status and role of people-to-people diplomacy in connection with the history. It indicates that people-to-people diplomacy is an important part of the overall diplomacy and a major supplement to the official diplomacy, and key resources for opening-up, with the role as bridge, agent and vanguard.The second part analyzes the historical background and circumstances of people-to-people diplomacy in days of the democratic revolution, the liberation and reform and opening-up, and studies the features and effect. The third part elaborates the challenges that Jilin's people-to-people diplomacy is facing. After the full illustration of the role of people-to-people diplomacy in promoting the recognition of Jilin and overseas exchanges and collaboration, attracting investment and projects, serving and supporting official diplomacy, it explains the problems such as imbalanced sister cities, inadequate exchanges and dissatisfied results and makes an attempt to find a solution. Meanwhile, it paves the way for putting forth the future tasks on the basis of the analysis of the ever strengthening status, sound international atmosphere, clearer direction of people-to-people diplomacy, and its new situation.The last part set forth the strategy to push forward the people-to-people diplomacy in light of the new situation of reform and opening-up and in close connection with the reality of Jilin's opening-up and economic development. It stresses: sister cities as an important carrier of people-to-people diplomacy, overseas Chinese as major force to rely on, concrete cooperation as key work, extensive participation in original work as key mechanism, strengthened organizational construction as key guarantee, with a view to playing an active role in further developing people-to-people diplomacy.
