The Research On Ruling Resources And Ruling Costs Of Chinese Communist Party

Under the new historical condition, the research about how to consolidate and expand the ruling resources and how to reduce the ruling costs is an important content for the ruling ability construction of the Chinese Communist Party. Related to the consolidation of the Chinese Communist Party's ruling position, the long vitality of the Party and every other aspect of the Party's construction, this research has the important significance both in theory and practice.In this thesis, the author firstly carries on the inspection to the general research about the ruling recourses and the ruling costs both in the academic circle and the theoretical circle. Then, the author takes a further study by combining the ruling recourses and the ruling costs together, and points out a dialectical and unified relationship between these two elements. The author also concludes that the ruling resources and the ruling costs are the two aspects of one question, is "the Input and the Output" during the governing process of the ruling party.Based on the Dialectical Materialism and the Historical Materialism, this thesis makes a deep analysis to the formation and the characteristics of ruling recourses of the CCP, the present situation and the origin of the ruling costs of the CCP, and the reason for the over-high ruling costs of the CCP.During the process of the reform and the modernization, the CCP has always been faced with the great challenge about how to maintain and increase the value of the ruling recourses and how to decrease and control the ruling costs. Therefore, according to the former statement, the author makes a thorough consideration about the essential approaches and the countermeasures of reducing the ruling costs and consolidating and enlarging the ruling resources.Finally, the author hopes that this thesis can apply some simple understandings for our ruling party to consolidate its ruling position and realize its ruling target.
