Rights are legitimate, legal, normative power. Its exercise must be to some extent within the certain scope, thus being legally accepted and recognized. However, once rights have gone beyond the reasonable and legitimate limit, it will mutate into powers."Teacher's Law" gives teachers the right, with the aim of the smooth development of education and teaching, as well as the holistic development of students. However, if teachers use the "rights" in the name of "power", then the so-called statutory rights of teachers will be mutated into the aggressive power of teachers.At the same time, teachers'exercise of power is the result of the enjoyment of the rights. The enjoyment of the rights is guaranteed by teachers'exercise of power in the enjoyment of the rights. The necessity of teachers'power does not mean there is no regulation. Any unfettered power is easily to be abused.Mutation of teachers'rights in real life has the following manifestations: teachers'violence, teachers'corruption, teachers'dictatorship and teachers'sexual crimes. Mutation of teachers'rights has both internal and external reasons. The main ways to regulate the mutation of teachers'rights are as follows: 1, strengthen the legal system - the right to be ruled by law; 2, to call teachers'moral back - the right to be ruled by moral; 3, clear the rights of students - the right to be ruled by students'rights; 4, to regulate the management of teachers - the right to be ruled by powers.
