At present, as China is in the critical period of economy and social transition, strengthening the government's public service functions to build a service-oriented government is not only the important task for promoting the reform of administrative institution, but also the urgent requirement of the people. Government performance evaluation, taken as the tools to assess and improve the performance of government, is playing a guiding, promoting and encouraging role in the function transforming and administrative efficiency improving of government. With the hope to recognize the whole through observation of the part, in this paper, performance evaluating institution will be researched to promote the building of grassroots-level service-oriented government by performance managing and assessing.Research for the performance evaluating institution of a service-oriented township government is based on the public management theory and the performance management theory. It is that analysis guides practice, practice enriches theory. In the process of proving, literature research, investigation studies, as well as case studies have been frequently used. In this paper, the implementing status of township government's performance evaluating institution will be firstly introduced to find out the problems, including deficiency of public service targets setting, unperfectedness of monitoring system, unscientific using of evaluating mode, etc. Then the root of problem will be analyzed from five aspects: administering ideas, functions positioning, internal promoting, path dependence and technical barriers. At last, basic ideas for improving the performance evaluating institution will be put forward according to the functional characters of service-oriented township government. The main conclusion of this research is that the performance evaluating institution of a service-oriented township government could comprehensively improved by building up ideas of service-oriented government managing, keeping to the follow-oriented, science, encouraging and feasible principles, reasonable choice of the main indicators of performance evaluating, improving the information exchange way and communication channels, establishing an incentive-driven appraisal system and a rigid monitoring and evaluating institution.In this paper, the township government's performance evaluation and the concept of service-oriented government are quite related. On the basis of analyzing, the ideas of improving the service-oriented township government's performance evaluating institution is formed to contribute to the transition from traditional administer-oriented government to service-oriented government, so as to promote the continuous deepening of the reform and development. The proposed ideas in this paper are relatively detailed, pragmatic, so that the local township government work could be inspired. Building a service-oriented government is of far-reaching significance in the reform and the improvement of government's performance evaluation is also a complex and systematic project. Similarly, the township government's service performance evaluating institution needs proving through the test of time to be more comprehensive and systematic. It is only the scientific and effective service-oriented performance evaluating institution of government that could promote the township government's function transition, strengthening awareness of the service and build the most efficient government.
