Study On Governmental Culture Construction Under Service-oriented Government Mode

Nowadays, culture is blending with economic and politics. In the competition of comprehensive national power, culture serving as a kind of soft power becoming more and more important. The Report to 17th National Congress of the CPC indicates that culture is becoming an important source of the creativity and cohesion of the Chinese Han nationality and a significant factor of comprehensive national power competition, and enriching the spiritual life has become the earnest wish of Chinese people. With the founding of the administrative system innovation, governmental culture has been playing a significant role. At present, our country is in two kinds of transfer period: (A) from managerial governmental mode to service-oriented governmental mode; (B) from industrial society to post-industrial society. The governmental culture under the background of managerial mode has contributed a lot to socialist culture construction. However, with the development of society, the innate disadvantage of this governmental culture begins to appear and becoming more and more predominant, which is the obstacle of service-oriented government construction. Therefore, the governmental culture under the service-oriented mode has become the target and direction of current governmental construction. The culture construction under the service-oriented governmental mode is very different from that under the managerial governmental mode, because it growths gradually with the progression of the service-oriented government construction. In addition, it is also a process of a new culture growth and accumulation as well as an old culture fading away. It has its own essential value system and characteristic.Based on the needs of real situations and common things in governmental culture construction, this paper systematically describes the connotation, characteristics and function of governmental culture, and analyzes the central value systems and characteristics of governmental culture construction under the service-oriented government. Besides, we also try to discuss the composing, characteristics and existing flaws of governmental culture under the managerial mode, as well as the reasons. By analyzing the problems of the governmental culture under the managerial mode, in combination with the practice of Qingdao governmental culture construction, this article proposes the following approaches to construct governmental culture: Strengthen the serving philosophy--- scientifically select the tradation Governmental culture---Deeply study and practice the socialist concept of honor and disgrace while enhance the mind and ethic construction---expedite the Governmental culture's socialization--- Improve the performance assessment of culture construction.
