Along with the development of global economy and society, building a service-oriented government has become the inevitable choice at local government. The culture and the economy, politics is a blend of each other, so the service-oriented governmental culture and the service-oriented government is the interactive relationship. Therefore, building a service-oriented government, but also need to build the corresponding culture of it. The purpose of this study is play makes an analysis of constructing service-oriented governmental culture and developmental situation, so as to find out the main measures of constructing the service-oriented governmentalal culture in kunming, which utilizing empirical methods in the specific conditions of currently building service-oriented government in Kunming.Through large-scale literature review, the study puts forward the spiritual culture, institutional culture and behavioral culture as the contents of building service-oriented governmental culture and as the basis for the conduct of interviews and questionnaires. Afterward, carries on the analysis to the recycling 116 effective questionnaire's data, using on factorial analysis and regressive analysis. The main conclusions are as follows:First,The spiritual culture, institutional culture and behavioral culture are three aspects of the service-oriented governmental culture.Second, We should make more emphasis on the trainning values then the moral, in the construction of spiritual culture. We should increase the propagation and the education, the government determining the objectives and code of operations at the same time, in order to let the governmental personnels understanding governmental goal clearly, and to guide personnels unifing the individual value and the governmental value, and to make they achieving goals together.Third,The leadership should be the main characters do a good job in governmental activities in the construction of behavioral culture. Their words and deeds reflect and impact the governmental culture. The governmental personnels should be adapted to the new requirements of the service-oriented government, and continuously enhanced the quality of their training, under the leadership of the leadership, adoptting new ideas, changing the style, improving the quality of work. Innovation is the new requirements of the current economic and social development, there may be innovation under the premise of doing a good job in the basic functions.Finally, We should lay emphasis on the construction of institutional culture, then followed by spirituial and behavioral culture, in the construction of service-oriented governmental culture. Trainning values should be gived priority in the construction of spiritual culture. The behaviors culture of leaderships and governmental personnels should be constructed primarily, which were also to be a little emphasis on the leadership to take the lead in the model.Based on the empirical study, this article puts forward some suggestions of constructing service-oriented governmental culture in Kunming, from the angle of the governmental administration and governmental personnels.
