Research On Land-expropriated Farmers’ Sustainable Livelihood Security In Weihai

Along with the quick development of society, economy and urbanization inrecent years, more and more farmers are becoming landless. At present, thesecurity system for land-expropriated farmers is diseased and not perfect, whichgreatly influenced the long-term livelihood of land-expropriated farmers. It isimportant and urgent to establish and perfect the sustainable social securitysystem to protect the land-expropriated farmers’ rights, maintain social stabilityand construct the socialism harmonious society.The sustainable social security system is to not only solve the livelihoodsproblem but also the development issue of the land-expropriated farmers.Livelihoods issue lies in social security, and development issue lies inemployment. The land-expropriated farmers’ social security rights include theold-age security, medical security and social salvation, and the developmentrights should include employment security, adaptability security, and mentalhealthy security.Over the past five years, the newly-increased construction land is around80,000mu in Weihai, which caused many farmers completely or partially losttheir land. In2004, the government issued the “Suggestions on theImplementation of establishing the basic livelihoods security system forland-expropriated farmers”, which brought the land-expropriated farmers into thesecurity system. It marks the establishment of the land-expropriated farmers’basic living security system in Weihai. In recent years, as the perfection of socialsecurity system, the establishment of employment system, and the implementingof the strict procedures for land acquisition and compensation, the rights ofland-expropriated farmers are well protected. Yet still there are issues of lowcompensation fee, severe economy and employment situation, along with thediseased security system and the low level security, which should be solved byincreasing the intensity of social security on a basis of the land-expropriatedfarmers’ sustainable development.To improve the social security for Weihai’s land-expropriated farmers, weneed to draw upon the successful practices both in China and abroad, and combine it with our own conditions, based on principals of social securityadapting to social economic development, security of basic living, givingconsideration to benefits and fairness, as well as a full range of security. Weshould take a variety of measures to improve the social security system. From themacro level, we need to improve the expropriation and compensation system forland, clear rural land property rights and identify public interest. From thesystem level, we need to improve the basic living security system forland-expropriated farmers, the old-age security system, as well as medicalsecurity system and establish the system of legal support for land-expropriatedfarmers. From the employment level, we need to strengthen the employmenttraining and introduce preferential policies. Besides, we need to strengthenpropaganda and guidance, push the reform of household registration system, andaccelerate the cultural integration of city and rural area and the process offarmers being transformed into urban residents.
