During 30 years of reform and opening, China's economy has continuously developed, comprehensive national strength has gradually increased, and people's living standard has significantly improved. At the same time, social contradictions in our country have undergone profound changes, and various social problems have become increasingly prominent. China is in a critical period of social transition. Building a harmonious society and achieving the equalization of basic public services became the developing target in this period. Based on our national conditions in our country, basic public services should be defined in four areas, the employment services, social security, education and health care. Achieving equalization in the field of basic public services is an essential requirement for the construction of harmonious society. Although our country continuously reforms in the field of basic public services, our basic public services inequality between different regions, between urban and rural areas, between different groups of people is still serious. From the present situation of basic public services inequality in our country, this thesis deeply analyzes the causes of basic public services inequality. Learning from international experience of equalization of basic public services, this thesis proposes the principles to our country achieve equalization of basic public services. And this thesis further proposes solutions including improving the legal system, improving the financial system, setting up the multi-mechanism supply system etc. to achieve equalization of basic public services and to promote the construction of a harmonious society.
