At present, with the deepening of the reform of government institutions, Developing the human resources and management of the government is directly infecting the administration performance. And with the development of our government management the growing in strength of civil servant troops has become the significant theme of government.As the basic faction of management system of civil servants, motivation plays a role of engine that it offers the power for government and its civil servants fulfilling their function. The efficiency directly relates to governmental Performance and the level of civil servants Procession competence construction. Recently in China management for civil servant is already at the process of changing from the traditional management system of personnel matter to modern models of manpower resources management and development, and motivation is also in the state of constantly perfecting, thus reconstructing this mechanism has already been a important segment and vital way to improve the overall quality and capability of civil servants, and advance the government executive power. So, our government should pay an important attention on perfecting the motivation system, and attracting some best talents for the government, and make the civil servants probity, diligent, honest, efficiency.The motivation mechanism of common civil servants guarantees the executive competence of county government and its civil servant. Although in the course of pushing the civil system, the motivation mechanism of county common civil servant has gained the remarkable effect, there are still some shortages which restrict elevation of governmental function slow and stagnant; moreover, they have been the inner matter for blocking the governmental framework reform in county. Hence, it is imperative under this situation to perfect the current motivation mechanism of county's common civil servants.In this article, the motivation theory from the human resources management theory has been used and successful experience in domestic and foreign counties has been studied. And the article also bases upon the realism of county, uses several research ways such as literature research, questionnaire, and conversing, and case analysis to study the motivation mechanism of county's common civil servants, analyzing the actuality, and finding out the shortage, taking apart the cause of formation, and bringing forward some countermeasures. The whole article composes of four chapters. The first chapter is academic piece which is mainly to introduce the underground of research, and the theoretic statement about domestic and foreign motivation theory as well as civil servants motivation theory those play a role of academic expatiation. The second chapter define correlative notions and analysis it, and introduce the development of the civil servant motivation mechanism. The third chapter utilizes the questionnaire to study the actuality of its motivation mechanism, so as to find the shortage of motivation mechanism and take apart the cause of formation. The forth chapter is the piece of countermeasure that on the base of the research production gained from both qualitative analysis and quantitative one, put forward some countermeasure and advises for reconstructing the motivation mechanism of county government and their common civil servants' administration capability.
