The Research On Service-oriented Government Construction At S Town Of Hefei

With the speeding up of economic globalization and the continuous improvement of the socialist market economy in our country, a urgent and pressing task that we have is to accelerate the construction of a service-oriented government. In October 2006, the sixth plenary of sixteen session definitely put forward that "to build a service-oriented government, strengthen the social management and public service function", service-oriented government construction for the first time put forward in the Chinese communist party’s file. As the level of fifth people’s government in our country, it bears the weight of the public goods supply of 70% of the population in our country. Village and township construction of service government, therefore, to promote the construction of a service-oriented government in China is of great significance, it could make the difference between success and failure at our service-oriented government construction.In this paper, starting from the background, significance of service-oriented government construction, it explains the theoretical foundation of the construction of the service-type government, and analyzes the construction of service-oriented government S town in Hefei in detail. Firstly, the article affirms the achievements of S town in Hefei during carrying out the construction of a service-oriented government. Secondly, it analyzes the problems existing in the construction of service government in S town, mainly including S township government power and responsibility are unequal, administrative agencies set up unscientific, service-oriented government examination system is not reasonable, public service products are absent. In zhe next place, from the stangdingpoint of four aspects in S town’s of the service-oriented government construction, it analyzes the reasons of the existence of the four questions. Finally, after the problems of the construction of the service-type government in S town in depth, it puts forward pointedly the countermeasures of the construction of the service-type government S town in Hefei:strengthen the public administrative concept, reform the administrative management system, establish the public service response system, strengthen the public participation mechanism, establish the public service performance evaluation mechanism.
