Studies On Examination System Of Civil Servants From The Perspective Of Good Governance

Examination system of civil servants as a subsystem of the civil servants system is an important position in the country's political system, its development and improvement will results of human resources for the fair selection, construction of high-quality, professional civil servants, improving the government management of public affairs. Examination of China's civil servants system is implemented over a decade has made remarkable achievements, not only for the construction of high-quality civil servants provided an important guarantee, but also the personnel working into the righteous. However, in the context of social transition, as the examination system of civil servants started late in China, the pace of development has fast, coupled with the lack of adequate experience, therefore there is a range of issues that existed in environment of implementing examination system of civil servants as well as the examination system itself, how to solve these problems extensively by means of mobilizing the whole society under the guidance of the government, it need continuous exploration from perspective of the theory and practice.Based on the failure of market and government, good governance rose as a political trend in the 90s of last century in the West, its theoretical form was not yet mature, the basic concept is vague, but it beyonds the traditional way of thinking that reflects the cooperation, governance values, thus has opened up a new perspective ofthe development of political science. But good governance has neither legitimate power, nor self-regulatory function which is involved in market mechanism, the characteristics of good governance determined the possibility that it was equal to the failure market and government, there are also control. Particularly such lack of democratic traditions and low levels of political modernization as China, good governance is not more likely to work, but if combine good governance with the China advantages of political system, and promote each other, then the implementation of the good governance will be able to optimize structure of our existing political system, speed up the process of building socialist political civilization.Based on a comprehensive study of the good governance, this paper analyzed the current situation of China's examination system of civil servants from the good governance perspective, the purpose is to discover deficiencies of China's examination system of civil servants, and propose the reasonable way choice of improving examination system of civil servants in terms of the fundamental principles of good governance. Paper first elaborates the basic content of good governance and the examination system of civil servants, followed the historical evolution of China's examination system was introduced briefly, followed analyzed the problems and their causes of China's examination system of civil servants from the good governance perspective, finally put forward the way design of improving examination system of civil servants by the principles of good governance.
