In 2007 China's consumer price index (CPI) rose by 4.8 percent, which in November climbed to 6.5 percent, reaching the highest rate of increase in CPI last 10 years, and all of which broke the "high growth, low inflation" growth pattern of our country's macroeconomic over the years. The current round of price increases had various reasons, not only direct reasons, but also deep incentives. However, the result was that in 2007 the prices of resident necessities leading the consumer price index to increase directly had an impact on the daily lives of the majority of the population, especially urban low-income, whose standard of living is showing a downward trend. Therefore, the civil affairs departments timely adjusted the local minimum living standard, but through the analysis, the author found that the adjustment rate of urban minimum living standard in most cities was less than the local inflation rate, namely, the growth rate of the urban minimum living standard was always lower than the increased rate of CPI, at the same time, there were some issues that the urban minimum living standard were still generally low in all the regions, the geographical differences were much larger and so on. Then the author proposes countermeasures and suggestions: promoting and improving the emergency rescue system of the government; build the minimum living guarantee standard which is classified and diversified in the implementation; integrate the cash subsidies and food assistance.
