Research On Citizen Participation In The Formulation Of Local Public Policy Issues

The success of formulating the local public policy issues, is the primary section of formulating, implementing a public policy well and achieve the effects expected. How to define and make choices of the numerous and complicated social issues with limited resource and include them into policy issues becomes the key issues of ensuring the government departments formulating the public policy correctly and effectively. And guiding citizens to participate in the public policy issues is one of the effective approaches which have been proved.Our country is vast territory and abundant resource, local government at all levels plays an extremely important role in such aspects like: dealing with the local affairs, promoting the local development, building a harmonious society, etc. After the central government released part of the power to the local government, it acquires a certain amount of independence, expands the space of policy formulation gradually. As a result, the local public policies are obviously lack of legality, scientificity and rationality day by day. To manage the local public affairs; put the public policies to real use; achieve the scientificity, democracy and standardability of local public policies; let the citizens participate to every section of formulating policies, especially to the primary section of the policy procedural: confirming policy topics; formulate the public policy topics correctly and eliminate the development barriers through formulating relative policies; all these become the most serious and key issues that local government has to face to.
