The Study On The Public Service Capacity-building Of China's Civil Servants

Under the leadership of the CPC, China is now in the period of strategic opportunity for the reform and development. The Chinese government strives to build a socialist harmonious society to enable citizens to live more dignified, more well-being , under the guidance of scientific concept of development. In the process of seizing the opportunity to accelerate development, we must mobilize the initiative of all parties, particularly the civil servants. After all, civil servants is a basic principal in managing state affairs , and is a link to the party, government and civic. AS early as the CPC taked power in China, Chairman Mao Zedong put forward the "Serve the People" ideology. With the development of the times, this idea has also been given more new content and new requirements. Both the establishment of the civil service and the building of public service-oriented government, require civil servants to turn the "Serve the People" ideology into actual public service capacity. But in reality, there exists a striking paradox: the public service capacity of civil servants seriously can not meet the citizens' demand for public service. In the civil service, there are such phenomena: the alienation of service targets, lack of the awareness of administrative costs and administrative efficiency , lack of human and scientific service, and so on. The existence of these phenomena urgently require civil servants to improve their own quality, and enhance their public service capacity to better meet the growing demand for public service of citizens.Through long-term study of theory and the concern of the civil service reform, the author started the study on the public service capacity-building of China's civil servants. This article is divided into three parts:Part I: defining the content and the meaning of the public service capacity-building of the civil servants. Explaining the meaning of the public service capacity-building of the civil servants, summing up the content, characteristics and constraints of the public service capacity-building of the civil servants, ascertaining the significance of the meaning of the public service capacity-building of the civil servants.Part II: Analyzing the status of the public service capacity-building of China's civil servants. Through a review of the process of the public service capacity-building of China's civil servants, summing up the achievements of the public service capacity-building of China's civil servants , outlining the problems, analyzing the reasons for these problems.Part III: Proposing the measures of the public service capacity-building of China's civil servants .Pointing out the principles of the public service capacity-building of China's civil servants, and exploring of the measures of the public service capacity-building of China's civil servants under the guidance of this principle.
