Study On Capacity - Building In The Public Service In China

Strengthen the capacity of civil servants in public service is much needed to transform government functions and build a Service-oriented government in the last few years. Moreover, it is a new proposition put forward by the 4th session of the 16th Conference of Chinese Communist Party, of which the spirit of strengthening the construction of CCP's capacity is strongly advocated.In the new age of public administration, the idea of public service has been completely accepted by the people, of which serving the people is the main function of the governments. Therefore, promoting the techniques of public service has consequently become one of the main tasks of governments in all levels and their civil servants as well. Core competencies Standards framework for Civil servants, issued by Ministry of Personnel in December 2003, listing the service competency of civil servants as third high in 9 competencies, indicating its significance in the ability standard of civil servants.At present, the lack of service capacity of Chinese governments in all levels is much serious, especially the improvement of civil servants' service capacity is strongly needed, which not only affect the enhancement of administrative capacity of government and management level, but also deferring the building speed of service government.Theoretical research should be problem-oriented. It is of great value both theoretically and practically to enhance the service capacity of Chinese civil servants. Therefore, we should base on Chinese actual conditions and current practical problems in pursuit of building civil servants' capacity of public service and reasonably utilize western countries' advanced ideas in related areas.For the reasons above, I choose civil servants' public service capacity building as my thesis' title. I sufficiently combine politics, management, and psychology with other related subjects, comprehensively utilizing methods of documentation, theoretically research as well as questionnaire survey, classifying related definitions and standards to civil servants' public service capacity building. The article tries to analyze Chinese civil servant's capacity of public service, in two dimensions of both public service and civil servant's capacity of public service. This thesis focuses on the construction of civil servants' capacity ,and emphasize the responsibility of service ,combining the cases of the public servants' capacity building , declaring the new thought of which the citizen engaging in the building and development of civil servant's capacity of public service is strongly advocated. Hoping that my researching work could provide reference and wisdom resource to Chinese public service capacity building and be helpful to transform government function, achieve government capacity as well as build up a highly active, creative, obligated and service government.The thesis can be mainly divided into 4 parts:Chapter 1: Introduction. The 1st part introduce the background of the times of Chinese civil service capacity building of public service, and stresses the importance of the capacity building and its' significance.Chapter 2: Summarization of the related theory of Civil servants' public service capability. The 2nd part analyzes the correlative concepts of Chinese civil servants' capacity of public service, and summarizes its' elements and criteria. Chapter 3: On the status of capacity-building of Chinese Civil servants' public services. The 3rd part firstly elaborates the current situation of civil servants' public service capacity building from a practical point of view. Secondly, it analyzes the causes of the problems of Chinese civil servants' public service capacity.Chapter 4: Suggestions of enhancing Chinese civil servants' public service capacity. The 4th part points out the concrete measures of five aspects to build public service capacity of civil service, which are morality construction, the establishment of institutions, laws and regulations, citizens participation and E-government building as well.The research work on civil servants' capacity of public service is helpful to further understand the capacity building of civil servants, and provide important reference to the scientific examination and assessment to the capacity building of civil servants. Meanwhile, it will benefit the civil servants' recruitment, training as well as promotion. In the longer term, enhancing civil servants' capacity of public service is profound significant not only to strength the ruling ability construction of CCP and improve its leading ability, but to the development of socialism democratic politics and harmonious society.
