Learning organization theory is one of the world's two most cutting-edge management theories. We shall forge the learning organization's philosophy and methods into the governance to establish a neo-governmental management model which is more people-first, innovation-emphasizing and democracy-advocating and continuously upgrade the government's management efficiency and service levels. It has important and far-reaching significance for China to comprehensively build a moderate prosperous society. Combining with the successful practice of the Surveillance System in Changchun City to create learning organizations in recent years, this article draw on a range of management philosophy of learning organization theory and try to seek a preliminary summary and explore an effective way to create learning-oriented government. Except the introduction and the conclusion, there are three main parts in this article.Part I: Theoretical foundation and core to create a learning-oriented government. This section mainly clarifies the origin of the theory of learning organization, the core and characteristics of the organization. And other issues were also discussed. Upon this, the article focuses on the core and characteristics of the significance of creating a learning-oriented government. Considering my own research thinking and views of experts and scholars, I believe that learning-oriented government is a plasticity, strong and efficient organization which can response to ease the situation with the development and changes. It can apply the learning organization theory to the governmental management activities. It can continuously strengthen the government's learning ability, innovation strength and resilience. To adapt to the society reform, it constantly adjust traditional government management model and method and achieve the governmental administration's transition to service-oriented, efficiency-based. transformation-innovative. To create a learning-oriented government in China will help the traditional bureaucratic system reform. It is a necessity to enter the era of knowledge economy, to meet the demands of the world's development, to solve the problems society faced in transition.Part II: The practice and exploration to create a learning organization in the Surveillance System in Changchun City. Considering the successful practice of creating learning organization at various levels of surveillance organization in Changchun City which is based on the"Five Displines", I seek to sum up and explore universal guiding significance with the advanced learning-type, effective carrier and long-term mechanism to create learning-oriented government. I mainly refine the approach of the surveillance system in Changchun City to create a learning organization. First, to enhance learning and training, and lay a foundation. Second, to choose the effective carrier, carry out the"Five Disciplines". Third, to follow up supportive systems and establish long-term mechanism. Fourth, the initial results achieved during the creating work is mainly reflected in the improving of the political and professional qualities of cadres, forming a healthy and positive regulatory mechanisms and cultural environment and promoting the work of innovation and development.Part III: Problems, countermeasures and proposals we face when creating a Learning-oriented government. Currently, there are outstanding problems which are urgently solved on four aspects the government encounter when proposing creating learning-oriented government. First, some departments only attach importance to the learning; they have not grasped fundamental essence of the learning organization. Second, some departments can't stick to"learning-based work, work-based learning". Learning and application are not sync with each other. Third, the organizational structure of the bureaucracy are rigidly closed, they may find openness not high. There are more levels of management. Fourth, the traditional organizational culture is narrowly closed. There is not enough tolerance and the new developer may be wrongly criticized. I put forward some policy proposals to solve these problems. First, we should grasp the core of learning-oriented government from the perspective of the management. Second, we should adhere to the"two combinations". Third, to innovate management mechanisms, we should promote the opening and flatness of the organization. Fourth, to create a"encourage innovation, tolerate errors"cultural environment.
