At present, China is in the crucial period of building a moderately prosperous society and building a socialist harmonious society. The majority is improving their requirements on the ruling ability of government. On behalf of the state and the people, the civil servants exercise state power, their working ability and job attitude directly decide the qualities and effectiveness of governmental work, and are connected with the ruling levels and administration abilities of government at all levels. However, a survey on the Internet shows that civil servant group is one of those that have the highest job burnout feelings. Civil servants' job burnout not only affect the individual's physical and mental health, but also affect the government's administrative efficiency, and even will have an adverse impact on social stability and national development. Therefore, the research of civil servants' job burnout is of great significance.The essay is aimed for Dongying City of Shandong Province, and systematically analyzes the situation of civil servants' job burnout. The author, after summarizing the related research, presented a researching idea. Using of questionnaires, the author in-depth understand the level of the civil servants' job burnout in Dongying City, analysis the fatigue causes and propose corresponding interventions. The research provide a useful reference for selection, assessment, and psychological research of civil servants' in the future. The results showed that the level of job burnout of the civil servants' in Dongying City is as a moderate. The three dimensions of job burnout are associated with Gender, age, education, marital status, working age, job etc.The author believes that the individual should take the following measures on job burnout. Establish a correct outlook on life and values. Cultivate the spirit of optimism and enhancing the resilience of the face of setbacks. Objective evaluation of himself, the right to face their own strengths and weaknesses. Actively to seek coping style and learn adapting strategies. The organizations should intervene job burnout in the following aspects. Improve and perfect the flow mechanism to alleviate job burnout. Concerned about the organizational justice, to improve the enthusiasm of the civil service. Smooth the organization's communication channels, to create a just and harmonious working environment. Improve the civil servants training system and establish the path of enhancing the professional capacity. To carry out the civil service mental health care, universalize mental health knowledge. Import EAP, intervene job burnout of the civil servants scientifically. The social should intervene job burnout in the following aspects. To establish reasonable expectations of the civil service groups. Advocacy and raising public image of civil servants.
