Study On The Governmental Responsibilities During The Management Of Public Crisis

At present, our country is the biggest developing country in the world, and now, we are during the period of economic transition and changing system. During this period, the frequently taking place of all kinds of problems in nature,ecology and society, and which would be lead to enormous threats to our country and world in social stability. Undoubtedly, if those problems can't be deal actively, and which will be bring vast threats in stability to people's living, stability of country and good preface of society.Public crisis administration is one the most important functions of government. Theoretically speaking, it is the governmental existing significance that makes it a function for that the governmental power comes from people while public crisis threatens lives and property. Practically speaking, how government functions in public crisis administration influences social stability and national economic development. Therefore, we should emphases study on the governmental responsibilities during the public crisis administration, and to make it clear that what responsibility the government should take in different phrases.The specific research framework is following:The first part is about the thesis of this paper. Which explains this paper's background, meaning, thinking, method and the existing focus and difficult in it.The second part is about the relevant research on public crisis administration. This part which combed the theoretical research to public crisis management detailed, and summarize according to crisis, public crisis, crisis management and public crisis management, then managed the concept and defined to the public crisis of this text clearly.The third part is about research in governmental responsibilities. Firstly analyzed the government's responsibilities, at the same time, introduced and summarized the theory of"dual character of power"of Pro Kangzhi.Zhang, and based on that theory, then point out the governmental responsibilities which can be divided into abstract responsibility and concrete responsibility, during the public crisis management. This part is the key part of this paper, and which detailed research the composition of the responsibility to our government. On one hand, analyzes the governmental abstract responsibility; On the other hand, according to the process of public crisis management, probe into government's concrete responsibility in the embodiment among them thoroughly.The fifth part is how about our government undertakes the responsibilities during the public crisis management. According to the research before, and this part narrated the case of"SanLu Milk Power", and probe into problems of process of undertaking the responsibilities to our government. And then, through the study on case of"YuShu Earthquake", then completely discussed the promoting policy during the process of public crisis management, in which the government fulfilled the responsibilities.
