A Study On Shanghai's Equalization Of Basic Public Service

With 30 years'reform and opening up, China has got a sustained and rapid economic growth, and people's living standard and life quality have been greatly improved. However, there're many new challenges along with the rapid development of economy and society. Social gap grows wider, urban-rural gap, regional gap, group gap and individual gap become obvious. It's not only consisted in the level of economic and income, especially in basic public services including compulsory education, public health and basic medical care, basic social security and so on. The gap seriously affects the stability of social and sustainability of economic development. Yet, public service is government's basic function, while basic public service is its core. It links with citizens' basic right of survival and development. Pressing ahead with the equalization of basic public service is beneficial to safeguard social justice and assure the society's harmonious development. Being the vane of China's economy, Shanghai's social development should also be ahead of others. Studying the equalization of Shanghai's basic public service helps to discover the problem of Shanghai's public service and narrow the gap between Shanghai and top international cities. It contributes to harmonious Shanghai instruction, helps Shanghai to realize its goal to become an international metropolis.This thesis includes four parts. The first part is introduction, pointing out the thesis's study background, study significance, home and abroad current research situation and explaining the train of thought and study method. The second part is a brief theory overview of basic public service equalization. It includes the concept and connotation definition of public services, basic public service, and basic public service equalization. Then it introduces the relevant theoretical base, including the theory of public goods, theory of justice, theory of welfare economics and so on. The third part is the focal point of this thesis, being the analysis of equalization of basic public service situation in Shanghai. At first, it shows the overall situation of Shanghai's basic public service from a whole aspect. Then it makes a specific study of compulsory education, public health and basic medical care, and basic social security, according to a unified way from the concept definition, then clarify the connotation of equalization, then point out the measure indicator and last comes the practical analysis. The last part is the suggestion. According to the current situation of basic public services equalization in Shanghai, we introduce some specific countermeasures to promote the equalization of basic public services from six aspects, including transforming government functions, reforming the financial management system, standardizing the transfer payment system, optimizing the structure of fiscal expenditure, building multi-mechanism of public services supplement and establishing an effective performance evaluation and an accountability system.
