As system of our country’s income distribution system reform, changinggovernment functions, the civil service incentive system must keep pace with the times.Since2006, the country gradually to regulate all kinds of local wages, theimplementation of the national standard wage policy, caused great repercussions in thecivil service, the construction of civil servant incentive system of scientific, reasonableand fair is not only related to the effective functioning of the public sector and publicservice staff; but also the need for building service-oriented government, construction aharmonious socialist society. Therefore, in this context, there is a certain theoreticalsignificance to perfect the civil service incentive system.This paper is divided into five parts: the first part, introduction, introduces thebackground, significance and research method; the second part, the concept of civilservants, the reform of China’s civil service wage system, introduces the civil serviceincentive system of the meaning and related theory; the third part, from the analysis ofwage policy background, elaborated the present international and domestic civil servicewage standard system construction of the latest research results, the reality of thesituation than the city of Guangzhou, analyze the causes and effects of wage policyimplementation; the fourth part, according to the actual investigation and analysis of thecase, using the method of questionnaire survey and quantitative analysis, a detailedanalysis of the current situation of incentive system of civil servants in Guangzhou; thefifth part, the salary standard of incentive system of civil servants of the positive andnegative effects are analyzed in detail, and puts forward some constructive measuresand improvement methods, mainly including: perfecting salary project allowance,subsidy system, reasonable use of performance pay system; increase the intensity of thematerial and spiritual incentives; the use of incentive and welfare incentive system;construction planning of civil servants occupation system.
