Civil service exchange helps selection, mining and training of public administration personnel,to establish the exchange effect evaluation system is conducive to the exchange about the status of civil servants and their problems, based on this thinking, this paper, the exchange effect evaluation system of civil servants, for the civil service exchange program will be developed to provide reference.This exchange results from the analysis of the civil service cut into the assessment of related concepts, through the exchange of evaluation of relevant literature, current status, issues and ways and means adopted by reference to objective management theory, through the exchange of civil servants goals down to every level, select the assessment of dimensions and evaluation indicators.Civil service exchange effect divided into personal effect and organizations effect two assessment dimensions. Personal effect dimension specific assessment indicators to civil assessment regulations as reference, from "morality", "Ability", "Attendance," "Performance, "clean" five aspects conduct indicators decomposition; organizational effectiveness dimensions from "organization goals "and" exchange security work "two aspects indicators decomposition; total 26 specific indicators. To ensure assessment validity this paper introduces weight concept respectively indicators were weight assignment, to distinguish different indicators in System importance; while assessment indicators evaluation criteria given specify to reduce assess subjective arbitrariness. To verify evaluation system practical effect, this article prepared questionnaire of Chongqing civil exchanges organizations effect evaluated. Assessment of the main body from the point of view, discusses the main advantages and disadvantages of different assessment, assessment of the main exchanges are given the options, that is the main assessment of the importance of how much weight should be different.To safeguard civil service exchange effect evaluation system correct implementation, This paper gives the implementation process Attention: Conduct timely performance of communication; implementation must be regularly and systematic; evaluation system must be continuously updated sound.
