The Research Of The Public Crisis Management Of Local Government

At present, China is undergoing social transformation and economic transition period, all kinds of social crises, natural crisis occur frequently, at the same time we are also influenced by a number of international crisis due to the strengthening of international links, in this complex background, the government who possesses the advantage of resource should be the main body to deal with public crises. Because of the frontier position responding to crisis , the level of local governments public crisis management capabilities directly affects China's overall capacity of public crisis management, in consequence, the study of local government crisis management is becoming increasingly important.Based on crisis management theory, this paper analysis the problems exist in the current situation of local governments crisis management deeply, and put forward the basic way to improve public crisis management on the basis of drawing on practical experience home and abroad, combined with the sound characteristics of local governments in China. Specifically, the article is divided into five parts. The first part explains the meaning of crisis management by describing the current background of local government crisis management. At the same time, this part describes related research home and abroad, and put forward the research ideas and research methods of this article. The second part analysis the content of the local government public crisis management , and then summarize the characteristics of local government public crisis management, which lays the theoretical foundation for the situation analysis and solutions of the following parts. The third part describes current status of local government public crisis management. While affirming the construction achievements of local Government public crisis management,this part brings forward some problems in the management. The fourth part analysis the deep reasons of the problems existing in the local public crisis management,which are summarized into environmental factors ,institutional regulations and policies ,institutional settings, running mechanism, government concept and the public philosophy. The fifth part puts forward the measures to improve local government public crisis management.The measures are including consummating institutional regulations and policies, perfect institutional settings,improving running mechanism,changing the government concept and the public philosophy.
