The stimulation of people is a hot issue of modern public management. The only way to promote the civil service'initiative is to establish an effective incentive mechanism. However, it is still a new topic for the government in China to do research on incentive system owing to the late starting. Yan'an government puts great emphasis on tourism. It makes the red tourism as its leading industry to develop economy. In order to fully improve the quality of tourism and promote the steady development, the government greatly carry out leading strategies; long-distance development, human resource to promote tourism in this region. Higher demands are needed to meet during the process. Besides, it is necessary a staff should be with higher quality.The present study is based on Maslow's need theory, two-factor theory, new public management and new public service. According to the actual situation of Incentive in Yan'an'tourism administration system, the author designs the corresponding questionnaire. He reveals the problems existing in the system through the questionnaire. such as, formalization of assessment, non-incentive system of wage system, the non-timely reward and punishment, the inadequate degree of promotion system reform, deficient training, and inadequate degree of participation. Consequently, he put forward some practical strategies, they are as follows: cultivating advanced organizational culture, completing and formulating the promotion system, strengthening training for civil service, adjusting the flexibility of salary distribution, developing the function of management incentives.
