Teacher professional development (TPD) has been the focus in education nowadays. With China's continued strong enrollment in higher education, the college beginning teachers are increasing rapidly. Beginning teachers in the university lie in the key and special stage of teacher professional development, they lie in the starting point of teacher professional development. This study aims to excavate the depth of multi-dimensional factors of teacher professional development university, and to put forward to the countermeasures and suggestions from the global vision.In this paper, based on the theory of teacher professional development, making use of questionnaires from five universities and interviews, through a survey released by an analysis of data and interviews of beginning teachers in the research to identify the professional development of beginning teachers to find out where the problems are, and to build a "tower analysis model" in connection the tools of PESTLE factors in a subject of organizational Behavior to Analysis the constraints of beginning teacher's professional development. The analysis can be drawn the following conclusions:1. There is incomplete and underdeveloped developing phenomenon in the teacher professional development. We can find out the reasons of the phenomenon.2. There are three different dimensions constraints of the university beginning teacher professional development, they are organization, education and personal dimensions. Under the conjoint power of the individual internal power and the influence of organization traction, beginning teacher professional development of the universities is driving the paved roads and pre-development goals from education.3. To solve the problems of beginning teacher professional development, we need to bring forward the strategies of the beginning teacher professional development from the following three angles, model innovation, system innovation, ideas innovation. There are threshold position, and the power of gravity and vision modes of teacher professional development. The innovation and development mode need to improve pre-service training, carry out the beginning teacher mentoring, establish a development teacher evaluation system, at the same time it need to update the tenet of teacher professional development, expand the development area, cultivate the development of soil in order to promote beginning teacher professional development.In short, on the basis of the advanced experience from abroad, not only beginning teachers themselves must have a strong sense of self-development, the school must also provide good conditions for beginning teachers, building appropriate development platform, establishing a systematic, scientific, human beginning teacher professional development system to better promote the college beginning teacher professional development.
