This study intends to proceed from system frame theory analysis on the school-based moral education curriculum resources,enquiry a certain amount concept of effective development of curriculum resources,review the related research outcome,and hope to enlighten further deepening the research theme and establish practical platform of effective implementation of curriculum resources.From Feb.2009 to June 2010,157 students,81 teachers and 60 parents were investigated by means of questionnaire among 3 junior middle schools.Among these of 6 teachers and 3 parents were interviewed, Moreover,from the conversation analysis of the collected data, we strengthened to the entire investigation and solution of the school-based curriculum development problems.We find a few problems existed in the exploiting of the curriculum resources as followed:absence of the development consciousness;weakness of the capacity;lack of support from school culture atmosphere and failure to pay attention to recessive moral education curriculum resource. Thought on the problems mentioned above and analysis on the effective development system of curriculum resources,it is necessary to implement practical research into the development of the school-based curriculum resources in middle school moral education. We emphasized on the establishment of curriculum education objectives, the discrimination and training of the development subject and the setup of the development mode. In conclusion, we suggested that it is essential to reinforce the personnel training, reconstruct school culture environment and concern for the influence of recessive moral education curriculum resource, in order to exploit the curriculum resources with reason.
