The new session of the CPC central committee pay high attention to the constructio n of socialist culture since the eighteenth national congress of the communist party of C hina. By using the rich local reed resources of Dong Ying city, this paper sublimates the "reed art" on the basis of the traditional culture, and develops the school-based curricul um which meets the requirements of the modern teaching, combined with the requiremen t about the reform of basic education course of the government and education departmen ts at all levels. The school-based curriculum covers the understanding and inheritance of the traditional culture, the learning and innovation of the fabrication technology, and so o n. It promotes the overall quality of the students' skill level and spiritual ascension. The development of the school-based curriculum of the "Reed art" is a good practice to impr ove teaching quality. It is also a positive attempt of the requirement of the socialist cult ural construction in the field of teaching implementation of the party central committee.From her own, the author of this paper has been engaged in the front line of art te aching for many years. The author often brings in the local cultural resources with loca l characteristics to the art class in order to stimulate students' potential interest in the art and improves the teaching quality. Meanwhile, the author brings beauty culture and pro motes the students' beauty moral quality in art class. And stimulate the students' enthusia sm of loving the nature, loving the hometown, and loving the ecology by experiencing t he beauty of the local culture.It is just this thought that prompts the author to put Dong Ying local art resources "reed" as the starting point of the development of school-based curriculum, the theory re search and the practice. The author does a practice research on the development of prim ary school school-based curriculum by using the local reed resources.This paper is divided into five chapters: the first chapter is the introduction; The se cond one is the research overview of the development of the school-based curriculum an d local resources at home and abroad; The third one is the present situation,the reason a nd the enlightenment of the development of the school-based curriculum by using local r eed resources in Dong Ying city primary schools. Chapter 4 is the "Reed art " school-bas ed curriculum development and implementation with three lesson examples; The fifth cha pter is the conclusion and prospect.
