Primary and secondary school is the most basic and important unit in the basic education curriculum implementation and management, with the implementation of three-level course management system,primary and secondary school develop school-based curriculum according to the course management policies and the interests and needs of the students , with the school's educational philosophy , make full use of the curriculum of schools and community resources. Thus, the development of the school-based curriculum issues raise a new topic that is the school-based curriculum resources development. School-based curriculum resources development is by the school teachers as a major developer, school-based educational philosophy and the status, to meet the needs of our students for the development of curriculum resources, it is an important part of building school-based curriculum, it provide a variety of material and non material factors and conditions for the school-based curriculum, if we do not have the support of curriculum resources, even the best curriculum ideas can only remain at the theoretical level and can not enter the primary and secondary school classroom.First, This paper based on the study of the literature in our country and foreign country,collect and collate the research date of the school-based curriculum development and school-based curriculum resource development in our country and foreign country. Second, analysis concepts of the school-based curriculum resource development, and the characteristics of school-based curriculum resource development, and the object of school-based curriculum resource development deeply. Third, It is by collate the interview data of the primary and secondary teachers in Henan Province,analysis of the achievements, identify problems, find out the shortage. Fourth, based on the theoretical knowledge,realistic analysis, guiding principles of the first three chapters, and try hard to build implementation procedures of the school-based curriculum resources development.The innovation of this paper is the part that is construct the implementation process of the school-based curriculum resource development, many of the literature hardly mentioned the implementation procedures of the school-based curriculum resources development. In the past, many scholars are more concentrated in a particular discipline or a culture, an area of school-based curriculum resource development, and they are less conduct the research in the implementation process of the school-based curriculum resources development, but as long as the development of school-based curriculum resources ,we must consider the development of practical issues. If there is a relatively standard operating procedures as a reference, It can avoid the excessive blindness, and improve the efficiency of development activities. So, this paper try to construct the implementation procedures of the primary and middle schools school-based curriculum resources development ,it include four steps, that is the organizations, exploring resources, integration and use of the school-based curriculum resources, evaluation of school-based curriculum resource development.
