With the needs of the vocational education development and personnel training, it is increasing for vocational colleges and schools to require basic capacity-building year by year. Since 2003, the central government spent 5.3 billion to support 1080 Vocational Training Centers. At the same period, Shanghai Educational Commission points out, " One strategic task of Shanghai's vocational education is,relying on vocational schools, to build an open training centers system and construct a number of public vocational education training centers,which are throughout the urban and rural areas, which layout is reasonable, which can cover major industries, and benefit all of the citizens."As a new organizational form of Vocational education and training, the open training centers play a positive role on improving Chinese vocational construction promoting human resources transformation to human capital, achieving further employment and building a learning society.Meanwhile, as a new thing, it will inevitably arise some problems in the process of construction and development. To achieve the opening of open training centers and to ensure their smooth operation and sustainable development, this essay, based on the running of open training centers, tried to research and analysis from a comparative perspective to find the reference experience, tried to study and explore the management mechanism and operation mode of the open training centers, tried to form an operation mechanism to improve the efficiency and effectiveness and to construct a more complete, mature operating open training center system.Before the study, a large number of surveys, discussions, questionnaires, interviews were carried out, these data presented the background and significance of this study, analysis of the current domestic and international research on the open training center status and defines the core concepts. The research, primarily through the use of observation, case studies and other methods, studied the running of the open training centers from the operating mechanism, operation mode, operation management system, security performance evaluation, security system and the teacher teams and training curriculum.Based on practice, analyses and summarizes problems from four areas:the lack of business elements, the lack of specific training courses, the lack of "double teachers" teacher team and the lack of protection mechanisms for sustainable development.Meanwhile, based on the analysis and thinking of the issue, also based on the advantages and disadvantages of the popular combination of the current international Higher Vocational Education ("dual system" model, CBE model and TAFE mode), the essay tried to achieve the principles of the open training centers-"three combinations", "three co-operations," " three faces", to reconstruct remodeling ideas and initiatives of the open training center.In my view, open training center should be open as the premise, based on practical, to serve the community. In addition to students who complete the training,teaching and other tasks in the school, it will also realize to offer training to all students at school and the communication outside world by the provision of vocational education, vocational training, professional skill, and other services.By this way, the open training centers can create favorable conditions for the general public to realize "all human beings learn, always able to learn, always science", also to realize the features and advantages"forward-looking, advanced, open and can be developed" of the open training centers.
