Cultivating a team of high-quality,high-skilled,and good-management farmers is the fundamental way to solve the current "three rural" problems,prevent the poor from returning to poverty,and achieve rural revitalization.Especially since the 18 th National Congress of the Communist Party of China,under the strong impetus of favorable national policies such as targeted poverty alleviation and rural revitalization,the training of farmers has received unprecedented attention.However,despite the continuous expansion of the farmer training system,the current quality of farmer training is worrying,and the training effect is not good.As the main force,vocational education has fallen into multiple difficulties in the process of participating in farmer training.Therefore,in the field of practice,especially in the county-level field that integrates the acceptance,planning,distribution,organization and assessment of farmers’ training projects,how to form a standardized and effective farmer training order,and then through orderly farmer training Accumulating rural human capital to promote rural revitalization,the response to this problem is necessary and urgent.Therefore,this research focuses on farmer training,using field theory and multiple governance logic as the theoretical basis for the research,comprehensively adopting document method,interview method,and case method,aiming to get a glimpse of the order of farmer training in county-level fields,and it is also county-level Farmer training’s governance provide ideological resources.As the main force of rural vocational education,county-level vocational education centers have natural advantages in implementing farmer training.In terms of its own practical characteristics and value orientation,the particularity of the county-level vocational education center determines its irreplaceability in the county-level farmer starting point and end point of system guarantee and practical work.It is specifically manifested in the implementation of the farmer training project of the county-level vocational education center,which is reflected in the value characteristics of instrumentality and human nature,professionalism and practice,professionalism and comprehensiveness.However,in the county,the county administrative bureaucracy,private adult vocational training institutions,and county-level vocational education centers jointly constitute a unique structural relationship in the county farmer training field.They are based on their own power,benefits,systems,strategies and other related variables.The considerations of each form their own behavioral logic,which governs their specific behaviors and performances.Among them,the county administrative bureaucracy is process-oriented and upholds the administrative logic of "upholding responsibility",demonstrating the will to achieve political achievements and the behavioral tendency of their own ways;private adult vocational training institutions are profit-oriented and uphold the capital logic of "efficiency first",Demonstrating the behavioral tendency of "light weight" and conspiracy of power and capital,the county-level vocational education center’s service logic of educating people oriented to perform its functions,and demonstrating the behavioral tendency of "power driven" and "capability support".Ideally,a healthy and ecological county farmer training field relies on the "presence" and "interaction" of the three main actors of the county administrative bureaucracy,private adult vocational training institutions,and county-level vocational education centers.However,through the investigation of farmer training projects in impoverished counties,it is found that under the intervention of different logics,county-level vocational education centers are generally in a situation of “passive execution”,“intentional avoidance” and “absence of the main body” in the farmer training field at the county level.In the state of marginalized order,the concrete manifestations are passive execution under "administrative contracting",intentional evasion under "administrative constraints",and the absence of subjects under "conspiracy of power and capital."Therefore,under the vision of rural revitalization,it is imperative to reconstruct the order structure of the county farmer training field.Under the premise of the county government’s overall planning and the participation of private adult vocational training institutions,the county-level vocational education center should move from the periphery to the center,and propose to build it into a “hub-type platform” for county farmer training,so as to give full play to its role in the county farmer training field.The important role and bridge link function.As a "hub-type platform",the core positioning of the county-level vocational education center is to provide services.It will give full play to the functions of organization,implementation,resource aggregation,and collaborative management.It not only plays a fundamental role in ensuring the quality of farmer training,but also plays a role in reconstructing county-level farmer training.The generative value of the order system and the value-added value of boosting the revitalization of the county-level vocational education center.In the field of practice,to truly build the county-level vocational education center into a "hub-type platform" for county-level farmer training,it requires the multiple subjects of county-level government,county-level vocational education centers,and private adult vocational training institutions to focus on governance concepts and governance systems.And the governance mechanism is multi-directional.First,by examining the value and significance of farmer training,clarifying the functions of county-level vocational education centers,and consciously embedding county-level vocational education centers,transform the governance concept of county-level farmer training;by changing "command governance" to "authorized governance","Decentralized governance" is the path of "overall management" to optimize the governance system of county farmer training;through the establishment of a collaborative mechanism with cooperation as a link,a rule-based management mechanism,a quality-centered evaluation mechanism,and a resource-supported mechanism The guarantee mechanism is used to innovate the governance mechanism of county farmer training and ensure the orderly and standardized development of county farmer training.
