Teaching evaluation is the important component of basic education innovation in China, classroom teaching is the main stage for the teachers to operate the education, teaching capacity of physics teachers in middle school mainly impacts the competence to teach physics course, classroom teaching capacity evaluation of physics teachers in middle school is one of the efficient ways to encourage the physics teachers in middle school to improve the classroom teaching ability, is also one of important subjects to profoundly develop the innovation of physics teaching course in middle school. Currently, basic education course innovation already obtained phase performance in China, the lagging of physics teaching evaluation blocks the operation profoundly of physics new course innovation in a certain extent; to create a set of excellent evaluation system of physics classroom teaching capacity in middle school, will be great significance to further improve the physics new course innovation in middle school. Depending on the extensive documents research, the article does the investigation in depth on the physics classroom teaching capacity evaluation in middle school, with the teaching theory of constructivism,developing evaluation theory of teachers and physics new course theory in middle school, step by step to create the physics classroom teaching capacity evaluation system in middle school, the system classifies the physics classroom teaching capacity in middle school as classroom expressing ability,classroom organizing management ability,classroom innovation ability,classroom laboratory teaching ability,classroom multimedia application ability,classroom blackboard-writing ability and classroom evaluation ability as seven latitudes, and analyze the meaning,construction and impacted factors of these seven latitudes, so as to decide three-levels targets index of reasonable evaluation and corresponding to these seven latitudes. Afterwards, based on the extensive opinions and proposals from the physics teachers for the practice of evaluation index system, to further improve the evaluation index system, finally to create practical physics teaching capacity evaluation system in middle school, to provide the evaluation tool for physics classroom teaching capacity of middle school teachers, as the reference to develop the physics classroom teaching capacity in middle school.
