Study On The Governmental Countermeasure Of The Education Problem On Migrant Workers' Children

Since 1990's, our national industrialization and urbanization have constantly speeded up, and the demand of labor has been growing rapidly. Therefore, more and more rural residences are moving in to urban areas. The number of migrant rural labor force is increasing year by year, featuring with large scale, long-term and home-based. In other words, individual migrant has become home-based migrant, and a great amount of children of those migrant labor forces are also moving into urban area with their parents. As a result, the issue of compulsory education for children of migrant workers is also becoming highlighted as more frequent as the flow of migrant workers. Our national government has paid intense attention to the weak point of the chain of the educational issues of migrant workers'children, which result from the obstacles of household registration system and static education conditions. Since millions of migrant workers'children are deprived (or semi-deprived) of school, it doubtlessly becomes a serious social problem. In addition, the flaws and defects of our government performed occasionally. Therefore, this study dissects with the issues existing in education of migrant workers'children and analyzes the situation and its incentives and consequences, with attempts of concluding constructive measures and suggestions. The city government of Dalian is included as a specific example in this study.At present, most of the researches on migrant workers'children are investigation reports and solution analysis which emphasize on investigating the fact and analyzing phenomenon but fail to research from multiple disciplines and multiple angles instead of pure academic perspectives. In addition, these kinds of researches are mainly held in major cities in China, like Beijing, Shanghai and Guangzhou. For instance, approximately 80%of present documents published in education magazine or produced by the scholars in pedagogic field are analyzed from pedagogic view, and other documents are based on sociology. But the articles from administrative angle are actually rare. As a matter of fact, the problem of migrant workers'children's education is not just an educational or social issue but more crucially an administrative one.The study concentrates on the case of city government of Dalian and applies the theory of public administration, discussing the solution to the problem of migrant workers'children's education problems from the perspective of enhancing government's responsibility so as to construct an effective system of migrant workers'children's education administration. Analysis of specific sample of city government of Dalian is the major methodology adopted in this study. The whole study can be divided into four sections:The first section mainly contains analytical background and significance, current situation of the internal and external research, besides the guideline and method of the study.The second section mainly generalizes and analyzes the theory related, including the relevant theories of education of migrant workers'children and theoretical analysis of government functions.The third section elaborates the basic situation of migrant workers'children's education in Dalian and successful experience abstracted by the surveys of the current situation of migrant workers'children's education in Dalian, in order to reveal the existing difficulties and problems.The fourth part derives the reasons of the migrants'children's education problem and faultiness of government functions from further analysis of investigation research both from macro and micro analysis. Furthermore, this study, based on the previous analysis, attempts to raise the ideas on how to enhance the government's macro administrative obligation as to make it play a critically important role as solutions to the problems.
