| This thesis, taking the de-administrative of the university in our country as the object of the research, basing on new public management theory, theory of the third sector and legal theory as the theoretical bases, employing literature resources, empirical survey, case analysis and comparison as research methods, has brought out the problems of the university administration at present in our country, using the problems and experiences of some university de-administration, and has put forward realistic approaches, with the expectation to be helping to the university management system reform and university de-administration of our country.This thesis consists of six parts:The first part is an introduction, mainly introduces the background of topic selection, the significance of the research, the methods of the research, relevant overviews, the core concepts and the thesis's frameworks.The second part analyzes the necessity and feasibility of the university de-administration. Mainly from the following four aspects discussed:university administrative violated the university philosophy, it do not accord with the characteristics of college organization, university de-administrative is the inevitable result of university development tendency, it is an important goals of the university management reform. Through analysis suggests that university administration has seriously hindered the university development, it needs revolution.The third part uses questionnaire method to research on the mulit-level university administration, present the manifestation of the university administration. The writer thinks the main problem of the university administration happens in the control of the government to the university, the control of university school-running autonomy is small, the power of the administration beyond the academic and the dominant position of the teacher's are low. Using the National Southwest Associated University's scientific managing experience as contrast, and analyses the causes of university administrative from historical and cultural traditions, university internal and external university. The fourth part, from analyzing Jilin university, Shenzhen university, Tianjin university that the reform of the three universities administrative, discuss the existing problems during and after the universities administrative. Through analyzing the theoretical and practical issues which appearing the process an hereafter of the university administrative, basically clarified the theoretical issues such as the administrative management and security administration, administrative management and to the administrative, cancel university administrative level and university President administrative level. And analyzing the several practical problems such as, how to change the generating mechanism of the university president, how to do after that cancel university administrative level and what management mechanism should be established to guarantee the normal operation of the university.The fifth part, aiming the problems happened in the part three proposed the key and measures of our country university de-administrative. The development should be running on both government and university. In government level, strengthen legislation work, establish university independent legal status, based on this transformation of government functions and reforms the government roles, simultaneously establish the university president selection mechanism that suitable for the national conditions of China. In interior university, the first to transforming the traditions ideas and establishing exalted atmosphere of academic, desalinating administrative power and looking for administrative power and academic power balance, strengthening scientific management and improving the administrative management and academic management efficiency, advocating the president maintain university and the professor manage academic way. |
