The 21st century is the era that information technology and knowledge-based economy is the dominance.In the IT wave,the computer network technology and modern communication technology have penetrated into every field at high speed.Along with it produced is all kinds of information increassed geometric progression multiply. Under the background, the people must change the traditional ways of obtaining information , must improve their own Information literacy competency, must gain the valuable information from the voluminous information using modern information technology, timely ,rapidly and efficiently. At the right time we should construct and consummate our own knowledge system, and apply theory to practice in the study and work.Therefore, the information literacy competency becomes the key research project in Library and Information science and Pedagogy.As the backbone of the developing countries -- a college student, the enormous group is the emphasis object of Information Literacy education.Whether they could have on high level of information literacy competency influences the national development.Based on compared the related theory of internal and external about the information literacy competency, analyzes the existent deficiency about college students' information literacy competency.Through investigation and research the students' information literacy competency level, constructs university students' information literacy competency index system for comprehensive measuring college students' information literacy.To promote the implementation of work in colleges and universities, and puts forward the training for improving students' information literacy competency.This research mainly as follows:(1) To introduce the information literacy competency theory and components, emphasizes the significance that the university students have good Information literacy competency, analyzes the current about the university students' information literacy competency.(2) Based on the internal and external information literacy assessment standards, to constructs the establishment of our country's university students' information literacy competency evaluation index system ,to effectively promote college students' own information literacy competency development, trying to make information literacy competency become students the basic ability of lifelong earnings(3) Empirical analysis. Through interview, Internet survey, under the guidance of experts, based on the above indexes by using fuzzy comprehensive evaluation method for university students in information literacy competency partial evaluation, summarizes the practical results, and provide evidences for follow-up study, to consummate the education measures comprehensively.(4) Using as a source of reference, to puts forward the measure in the background information on how to cultivate and improve college students' information literacy competency measures.
