Commenced in 1999, E-learning education has been rapidly growing and continuously developing in regardless of the numbers of academic institutes or the relevant students. At present, the total registered students are over 3.5 million. The current entry ratio of tertiary for high school graduates is 24.2%, in which E-Learning has played an important role. Being one of new and prevalent educational modules, E-learning is taking the responsibility to popularize the higher education among the communities, which has significantly provided more opportunities for people to be educated in tertiary. However, the contradiction between the advanced teaching methodology and the educational quality has been challenged by the employers and the society.The quality is the core unit of the education, and is the basic line of higher education. Improving the quality of the E-Learning is the remote education major task and strategic target, as well as the fundamentality of the development in education. As a result, how to maintain the high quality of E-Learning and establish a quality control management mechanism is the purpose of this dissertation. In this article, the author has come out many constructive suggestions with an aim to assure the educational quality of E-Learning by means of 1) analyzing the root cause of the educational quality issue based on the current education situation; 2) attempting to establish the strategies for educational quality control mechanism and methodology of E-Learning in the pilot run universities by aligning with the rule of the remote education; 3) building in a workable measures for improving the quality control from different angle and positioning with reference to overseas matured experience in E-Learning quality control.The dissertation is composed of five sections. Section one is an introduction for briefing the background of this article together with screening and analyzing the domestic and overseas scholars'research. Section Two is related to concept explanation and theory analysis, inclusive of definition on Higher Education, Remote Education, and E-Learning; posting author's understanding in the aforementioned areas; introducing the viewpoint of E-Learning educational theory and its guidance in practice. Section Three is about analysis, touching on the root cause of the quality issue of the E-Learning along with the analysis on the current situation of the remote education. Section Four is, by leveraging overseas advanced management experience, to introduce the main actions that UK, US, and Australia Universities are now taking for quality control on E-Learning, and the relevant measures China could refer. Section Five is the discussions on quality control of China's remote education, in which the author set up the principle of quality control; highlight the factors impacting on external and internal quality control; and raise the control guidelines for ensuring the consistency of educational quality...
