As the economic development and the social progress of China, pre-school education gets more and more attention.The State Council issued National Education Reform and Development of Long-term Planning Programs(2010-2020), in which the basic goal of universal pre-school education is clearly put forward.After that programs,the State Council promulgated the The State Council's Several Opinion on the Development of Pre-school Education and highly stressed the importance of preschool education in the height of the people's livelihood and the country's future development.Currently, the private kindergarten occupies the half of all,and the quality of the private preschool education is directly related to the overall quality of China's preschool education, similarly the quality of private preschool teachers is directly related to the quality of the overall quality of China's pre-school education.This study selects a city (county-level) in Shandong Peninsula, issuing questionnaires to kindergarten teachers(76 public kindergarten teachers and 134 private kindergarten teachers). The questionnaires includes six dimensions:the working environment, working conditions, wages, professionaldevelopment, social status and career aspirations, hope to grasp the overall living situation of the local private kindergarten teachers. The research shows that teachers in the private kindergarten teachers work longer and get lower wages than teachers in the public kindergartens, various social insurances are difficult to guarantee, have greater work pressure, more less opportunities for professional development and greater mobility, most of the private kindergarten teachers haven't quota as well as the opportunities of titles appraisal. Private kindergarten teachers have obviously vulnerable features, which seriously affect the enthusiasm of their work.The private kindergarten principal expresses their worry about the quality deterioration of the kindergarten teachers in recent years.The improvement of the private kindergarten teachers'overall situation needs the hard work of the private kindergarten teachers, needs the encourages of the private kindergartens, needs the supports of the government policies.
