| Our country had achieved the goal of universalization nine-year compulsory education and eliminating illiteracy among young ambitious. With the constraints of history and reality in China's primary stage of socialism, non-balanced development of compulsory education is quite conspicuous. With the growing demand , compulsory education has suffered an unprecedented attention. In the last century, Linqing also achieved the goal. Responding positively to national policy, Linqing has done a great deal of work, which included seeking funding for education and implementation of "modern distance education in rural primary and secondary schools" and implement "two exemptions and one subsidy" policy, and continuously improving the teaching level. These efforts promoted the balanced development of compulsory education.Due to historical and practical reasons, urban-rural dual structure, a larger gap between urban and rural economy, Linqing's compulsory education is unbalanced. The gap is obvious between urban and rural areas. The location of the northwest in Shandong and the slow development in economy and society, largely affects the overall quality of compulsory education in Linqing. Through study, I had a deeper understanding and a new thinking about balanced development of education. It is necessary for me to analyze the condition, to identify issues and to make suggestions to the balanced development of compulsory education in Linqing, in order to narrow the gap between urban and rural areas and schools.With the literature method, I searched ideas and theory, known more about the study condition, caught the focus and blank spots, collected the compulsory education data in Linqing, analyzed the reasons and put forward the suggestions. In order to solve the problem, I also asked questions about balanced development of compulsory education to teachers, parents and education managers in Linqing.Balanced development of compulsory education relates to the balanced allocation of educational resources including funds, the school conditions and teachers. Balance reflects in equal opportunities to school, equal treatment in the educational process, and the balanced result of education which is the ultimate goal of balanced development.There are some unbalanced issues between urban and rural areas and schools. The reasons are variable such as the mechanisms, historical impact, ideas and so on. The balanced development process requires the joint efforts of society. Especially the Government plays an important role.To promote the balanced development of compulsory education meets the current needs of the people, promotes social fairness and justice and safeguards the interests of the masses. Parents hope their children can get good education no matter where they live and what their family backgrounds vary. That is the requirement of the educational equity. It can promote the relationship of the Party,the government and the people. It is also an essential task of building prosperous and harmonious society.Locating at the eastern part of China, Linqing is an undeveloped county. The balanced development of compulsory education can improve the cultural level of the masses and make progress of socio-economic construction. How to promote the balanced development of compulsory education and enhance the overall quality of education in Linqing is the current and future need. I believe the compulsory education in Linqing will becoming better. |
