The vocational education in China started late, and it has developed difficultly in the long river of colleges. At present, under the guidance of the relevant national education policies, the higher vocational education in China has been developed rapidly. As an important component of higher education, higher vocational education in social and economic construction, has been bearing an important responsibility, to carry out training for the production, marketing, management, product innovation, and has made an important contribution for China's economic development. For higher vocational education, the key is its teaching staff. In order to strengthen the building of higher vocational education teachers, in 1998, Ministry of National Education established"for the 21st century to deepen the reform of vocational education and teaching advice", and explicitly proposal to establish a corresponding"dual-qualified"Vocational Education Faculty. This is a personnel training need, but also the requirements of the development of vocational education, but also the inevitable social development.During the"dual-qualified"teacher-training, there are a number of issues, especially for the newly upgraded to higher vocational institutions, outstanding performance in the"dual-qualified"management concept in-depth enough, after upgrading it is difficult for some teachers to transform, the standard of the evaluating is not scientific, the systems of the management are inadequate and so on. This paper attempts from enterprise management, learning organization theory, absorbing the essence of team building, highlighting the"dual-qualified"teaching team-building, rather than merely stressing that"dual-qualified"teacher in the development of the individual. In the analysis"dual-qualified"connotation, indicate the necessity and feasibility of"dual-qualified"teaching team building for higher vocational colleges as well as the factors affecting the basis of its construction. As LD Vocational-Technical College for a case, through a questionnaire survey, interviews and other research methods, analysis of the current upgrading problems of higher vocational colleges for a new"dual-qualified"teaching team building, and make a clear amount of teaching team-building concepts and construction principles, and talk about an effective way of teaching team-building, from individuals of teachers, teaching teams to the school functions of the three levels of"dual-qualified". The teaching team is the core of this study, but teachers and school functions of the individual are necessary to resolve the contradictions of this study.Innovations of this study is from the enterprise management team-building to discussing the management of vocational education teaching team building, that is based on the role of school administrators, to learn the essence of the theory of learning organization about team-building, rather than the overall reference. As personnel training for a magnet, it will attract the loosen teachers of individuals to the"magnet"around, emphasizing the strength of the teaching team, and from the perspective of multi-dimensional training it, to make it more quickly to adapt to social development.This study has two meanings: First, theoretical significance, it enriches the internal management of higher vocational education, theoretical knowledge, breaking the purely theoretical to talk about vocational education and management from the internal management of the status quo. At the same time, higher vocational colleges and other school-enterprise cooperation model of Lieutenant-Colonel lay a more solid theoretical basis. The second practical significance, it is used for the manager to see that"dual-qualified"teachers team is necessary, feasibility and urgency; within the institutions it is good to the formation of vocational learning organization, for the further development of the future and laying a solid foundation; play a role to achieve the function of educating people that a single"dual-qualified"teachers or loose"dual-qualified"teachers can not; for society cultivate more high-quality personnel; it makes the school to better understand the talent market, timely adjustments to their educational goals.
