Vocational education, as an important part of a modern education system in our country, plays an irreplaceable role in economic and social development of China. Vocational education cultivates substantial high-quality practical and technical talents for economic development, social progress, scientific and technological innovation, and cultural heritage and makes an important contribution to the great rejuvenation of our nation. However, vocational education in our country is still facing abundant puzzles and difficulties. Construction of "dual qualified" teacher staff is one of the problems that we must resolve but not manage well in effective development of vocational colleges.On the basis of previous studies,this paper, applying principles of systems theory, management science, pedagogy, educational ecology comprehensively, put forward advices to strengthen the construction of teacher staff, aimed at clearing the present situation, problems and causes of construction of teachers in Hunan province vocational colleges, to look forward to make innovations in construction and practice, especially the construction of "dual qualified"teacher staff, through researches on the construction of "dual qualified" teacher staff in ten vocational colleges, such as Hunan Biological Electromechanical Vocational Technical College, Huaihua Vocational Technical College, and Shaoyang Vocational Technical College.Through analysis, the construction of teacher staff in Hunan vocational colleges exists some problems primarily, such as insufficient of full-time teachers, inferior quality, irrational structure and fragile ranks. According to the basic characteristics of the construction of teacher staff in vocational colleges, this paper puts forward a series of targets, principles and methods and explores the original difficulties of the construction of vocational teacher staff from the respects of society, college and family. Then, the author presents some constructive suggestions on the construction of an excellent teacher staff, improving teachers introduction and evaluation mechanism, to strengthen the teachers continuing education, to build the characteristic teaching staff.
