With China’s economic development, industrial structure adjustment, the importanceand strategic significance of the higher vocational education has become increasinglyprominent. Nowadays, the development of higher vocational education has entered acritical period: the expansion and construction initially meet the demand for high-skill,high-level talents in the professional positions during the process of structural adjustment,but the personnel system defects has become a “bottleneck” inhibiting the mostvocational colleges the breakthrough, which makes it unable to achieve "strategicdevelopment". At present, the development of higher vocational institutions personnelsystem, faculty building can not meet the requirements of the development of highervocational colleges, such as low eligibility criteria, weak practical ability, low educationlevels, lack of training intensity, inadequate assessment mechanisms, instability, whichmakes "dual qualified construction" not receive satisfying results. To seek scientificdevelopment of higher vocational education, the inevitable choice is to seize thisimportant element of personnel development, change the original methods of vocationalcolleges faculty construction, and learn from the advanced experience of foreigncountries to establish a new concept of managerial talent, and truly optimize the structureof higher education so they we can cultivate highly skilled personnel to serve in the rapiddevelopment of market economy.Having expounding the higher vocational education, higher vocational institutions,the orientation of higher vocational education and higher vocational institutions, the basicconcept of the "dual qualified" teachers, significance of teachers construction invocational colleges in China. The author combines the actual situation of China’svocational colleges teachers’ construction, learns from foreign advanced managementexperience, by using the methods of analysis and research, cited empirical, multi-contrast,and proposes the countermeasures of higher vocational college teachersconstruction——through the implementation of the appreciation of people, employment,education, keeping the concept building "dual qualified" teachers in higher vocational institutions to establish a business talent philosophy, higher vocational education canreceive tangible results. It is also a subject which needs focusing on, long-termtheoretical study and practical exploration.
